1- The project includes the establishment of a residential complex of vertical eight-storey buildings each

2- Number of units to be implemented is (2400) housing units with areas of (125 m ², 175 m ², 225 m ²)
3- Constructing schools for the three phases with nurseries – medical centre – a shopping and marketing center – a cultural center – services (water, sewage, power stations and generators).
4- a playground, passengers roads, parking spaces and green areas in accordance with the in forced relevant standards of the Municipality of Baghdad and the Ministry of Housing and Construction.
5- The system of funding for this project will be supported through a bank that should be accredited by the Central Bank of Iraq to be a mediator between the beneficiary and the investor while the cost of each apartment and the payment mechanism is to be negotiated with the investing company and the mediator bank.

The National Investment Commission……. Confirms that investment is the best solution to develop the transport sector in Iraq

NIC participated in infrastructure’s conference of transport sector which was held by Ministry of Transport in Baghdad during the period 26-27/2/2012 with the participation of many government institutions as well as 40 international and local companies specialized in transport sector, the conference aimed at finding effective solutions to develop infrastructure in Iraq like airports ,ports, railways and land roads. Minister of Transport Mr. Hadi al Amiri and through his speech given during the conference invited the international companies to participate in rehabilitation of infrastructure of transport sector indicating that Iraq may be the most attractive part in the world for investing in transport sector and there are opportunities estimated with billions of dollars to invest in this vital sector , al Amiri referred to the Iraq’s desire of rehabilitating existing airport and build new ones as well as develop transport networks in air, land and sea in the country with an area of more than (437000)square kilometers declaring that Iraq is thinking of establishing more than (2000) kilometers of railways according to the European advanced.

From his part the NIC vice chairman Mr. Salar.M.Amin in his speech through the conference said that the best solution to develop transport sector and make it in the ranks of its counterparts in the world is to invest under the legal and investment environment in Iraq that encourages the international companies to invest in this vital sector indicating that NIC is continuing to cooperate with Minister of Transport to list the investment opportunities in transport sector within investment map in Iraq. Mr. Amin presented many of suggestions to develop the transport sector such as the necessity of contracting with a specialized consultancy company to present advice and suggestions and putting a total plan to identify the suitable investment opportunities to be presented to investors ,in addition to complete the design of strategic projects offered for investment and create the visions for each project such as the project of metro Baghdad and the big port of Faw, then he added that the resort to investment in transport sector is a way adopted in most countries of the world especially when financial capabilities and the amounts allocated for this sector by the state are not sufficient to enable the companies of Transport Ministry to implement the projects of future plans especially in the field of railways, ports and airports.

Many of workshops and direct meetings were also held on the sidelines of the conference which gathered numbers of local investors, international companies and officials from Ministry of Transport and representatives from NIC to clarify the benefits and guarantees in the investment Law no,(13)of 2006 in addition to creating an investment partnership between the local investor and the foreign companies in transport sector.

NIC Chairman, Dr. Sami Al- Araji assured that the negotiations with Hanawah Korean Co. regarding the implementation of Bismayah New City had reached its final stages expecting that the next few weeks shall witness signing the contract after ratifying it by the council of Ministers to start the implementation.

NIC Chairman added, during an expanded press conference held at the NIC premises on the 12th of Feb.2012, that Bismayah New city project is part of Baghdad housing units’ quota which is (244 thousand) housing units that forms a start for the 1 million housing unit project announced by the NIC to meet part of Iraq housing need which was estimated by the Ministry of Construction and Housing to be 2 million unit. Dr Sami said that the negotiations with the implementing company is moving in the right path through the continuous meetings, despite the delay, as the NIC was keen to find a contractual form that ensures and protects the citizen, the government and the implementing company rights in order to make this project which is one of the biggest in Iraq and the region a real success.
Dr. Sami highly praised the big role of other ministries like (Finance, Housing and Construction, Municipalities, Higher Education and Scientific Research) for the support they provided to the NIC and their participation in pushing negotiations forward in addition to the great job made by Al- Rafidain, Al- Raheed and the TBI banks ensuring the project success.
NIC Chairman declared that Hanawah Co. had pledged to complete the project infrastructure within two years alongside with building 1700 housing units monthly expecting completing 20 thousand units within the first three years and then the rest of the units respectively.
Regarding amending the investment legislations, NIC chairman assured that there is a big progress that had taken place in the Iraqi legislative environment like the amendments made on the investment law No. 13 of the year 2006 and Statute (7) for selling and leasing state properties for investment purposes while NIC still seeks making new amendments on these legislations in a way that commensurate with the forthcoming stage of the Iraqi development process.
In a related framework, NIC chairman asserted that the one stop shop department is working hard to minimize the routine chain for investors so as to grant the investment license as soon as possible calling for other ministries to give their representatives in the one stop shop broader authorities enabling them making the needed decisions.
