The National Investment Authority organizes a training course to develop job skills in cooperation with the Iraqi Journalists Union

The National Investment Authority (NIA), in cooperation with the Iraqi Journalists Union, held a five-day training course organized by the Authority’s Training and Development Department. The course aims to enhance participants’ job competencies and develop their skills in line with modern organizational performance requirements.

The course began with a lecture delivered by Dr. Hashim Al Mousawi, Vice President of the Federation, in which he addressed key topics on job behavior and career development. The lecture focused on the importance of employees adopting skills such as:

  • Take responsibility
  • Teamwork
  • Occupational safety
  • Transparency and trust
  • Excellence and professionalism

The course also reviewed several key topics. Most notably:

  • Human Resource Development and Challenges
  • How to evaluate performance in the government sector
  • Effective strategies for motivating employees
  • Innovative ways to support skills development

The course witnessed great interaction from the participants, who expressed their interest in the topics raised and benefited from the practical activities provided. This course comes as part of KDIPA’s efforts to enhance job performance and raise the efficiency of employees, which contributes to achieving its organizational goals.

The National Investment Authority (NIA ), represented by its Chairman Dr. Haider Mohammed Makkiya, participated in the 5th Arab-French Economic Summit. held by the Arab-French Chamber of Commerce in the French capital Paris on Thursday, December 12, 2024.

The summit is a strategic platform to promote economic and investment cooperation. It aims to exchange ideas and explore investment opportunities between Arab and French companies. while inviting French companies to invest in the Iraqi market.

During the session dedicated to the Middle East region. Dr. Haider Makkiya reviewed the investment map of Iraq, highlighting promising opportunities in the fields of renewable energies, infrastructure, agriculture, smart cities, digital and technological economy, as well as associated gas investments. He also referred to Iraq’s rich natural resources and its strategic location as a link between regional and international markets.

The session was attended by a high-level delegation that included His Excellency the Iraqi Ambassador to France, Dr. Wadih Butti, and Dr. Raed Nizar, Economic Advisor to the Federation of Iraqi Chambers of Commerce. In addition to representatives of the International Chamber of Commerce in Iraq, headed by Engineer Mohsen Al-Hamid, the advisor of the Federation of Iraqi Chambers of Commerce, Mr. Ahmed Al-Yasiri, the head of the economic section and organizations, Counselor Nahrawan Mohsen, the Iraqi Commercial Attaché, Mr. Azad Hussein, and a number of Iraqi businessmen.

This distinguished Iraqi presence comes as part of efforts to strengthen economic relations with France and invite French companies to enter the Iraqi market and take advantage of the various investment opportunities.

The head of the National Investment Authority (NIA) presided over the meeting. Prof. Dr. Haider Mohammed Makkiya, the technical meeting with the International Commercial Arbitration Court of the International Chamber of Commerce (ICC), in the French capital, Paris. The meeting was attended by the Federation of Iraqi Chambers of Commerce,the International Chamber of Commerce – Iraq Chapter (ICC-IRAQ), as well as representatives of the Iraqi Embassy and the Commercial Attaché in Paris.

Promoting Commercial Arbitration in Iraq

The meeting aimed to coordinate efforts and provide technical and technical support to activate commercial arbitration in the Iraqi investment environment. In this context. Dr. Makiya reviewed Iraq’s signing of the Singapore Convention for the International Settlement of Disputes Resulting from Mediation, which was signed this year. He emphasized the need to include this agreement in international investment contracts for mediation before resorting to arbitration.

Iraqi Smart Cities Forum

On the other hand. Dr. Makkiya indicated KDIPA’s support for the International Chamber of Commerce – Iraq Branch’s plan. Especially in the framework of the partnership to organize the first Iraqi Smart Cities Forum, scheduled to be held in February next year, which aims to promote technology applications in infrastructure development and investment.

Importance of the meeting

The meeting comes within the framework of enhancing the integration of international and local investment environment indicatorsand developing commercial arbitration tools in line with international best practices to support investment in Iraq.

The Chairman of the National Investment Commission, Dr. Haider Mohammed Makiya, announced the signing of the final draft of the Investment Protection and Promotion Agreement between Iraq and the Kingdom of Saudi Arabia on Sunday, November 24, 2024. The agreement aims to create a secure and attractive investment environment for Saudi investors in Iraq.

Speaking at the 28th World Investment Conference held in Riyadh from November 25-27, Dr. Makiya emphasized that the Iraqi government is committed to encouraging Saudi investors to enter the Iraqi market. This is being achieved by enacting laws and providing legal guarantees to protect their investments from potential risks, while simultaneously helping them capitalize on diverse investment opportunities across various sectors in Iraq.

He highlighted the importance of the conference, which has been organized by the World Association of Investment Promotion Agencies (WAIPA) since 1995. The event serves as a global platform for dialogue, bringing together leaders and major investors from around the world to discuss global investment trends and opportunities, stimulate investments, and foster collaboration. The Chairman of the National Investment Commission, Dr. Haider Mohammed Makiya, emphasized the importance of developing a national investment vision to enhance the agricultural sector and strengthen national food security in collaboration with relevant entities. This announcement came during an extensive meeting held today, Tuesday, at the Commission’s headquarters, where an agreement was reached to form a specialized committee comprising representatives from various sectors to implement agricultural investment projects.

Dr. Makiya highlighted that the newly formed committee will focus on several key objectives, including:

  • Developing agricultural infrastructure.
  • Creating employment opportunities, particularly for agricultural engineers and workers.
  • Supporting national strategies to address climate challenges contributes to economic growth and increases the Gross Domestic Product (GDP).

On Tuesday, November 19, 2024, the Chairman of the National Investment Commission, Dr. Haider Mohammed Makiya, received the Japanese Ambassador to Iraq, Mr. Futoshi Matsumoto, and his accompanying delegation. The meeting focused on enhancing economic and investment cooperation between Iraq and Japan.

Dr. Makiya outlined Iraq’s economic and technical vision for a waste management and electricity generation project, which is a priority under the supervision of the Prime Minister. He explained that the project would utilize fourth-generation advanced grid combustion technology, aligning with international environmental standards. This initiative represents a cornerstone of Iraq’s environmental reform efforts, alongside various other investment projects in different sectors.

 تعلن الهيأة الوطنية للأستثمار بالتنسيق مع وزارة الاعمار والاسكان والبلديات العامة /هيأة تنفيذ المدن الجديدة عن الفرصة الاستثمارية لإنشاء مدينة النخيل الجديدة في محافظة النجف بمساحة (3912) دونم بواقع اربع فرص أستثمارية بمساحات متساوية ، فعلى الشركات الاستثمارية والمستثمرين الراغبين بالاستثمار شراء الحقيبة الاستثمارية مقابل مبلغ قدره ( 30,000,000) ثلاثون مليون دينارعراقي والاطلاع على المعلومات والشروط المبينة في الــــموقع الالــــكتروني لــــهيأة تنفيـــذ المـــدن الـــــجديدة (https://ncia.moch.gov.iq/) والـــمـوقــــــع الالـــــكترونــــــــي للــــهيأة الـــوطنيــــــة لــلاســــــتثمار (www.investpromo.gov.iq)  تقديم طلباتهم وفق الشروط المبينة في ادناه:

1– تخصص نسبة لاتقل عن (10%) من الوحدات السكنية للدولة مجاناً (تسلم الى دائرة الإسكان في المحافظة) كحد أدنى ويكون مقدار النسبة وزيادتها كمعيار من ضمن معايير التنافس بين المستثمرين.

2تقديم خطة تمويل من مصرف معتمد (يؤيد لاحقاً من البنك المركزي العراقي) يؤيد قدرته المالية (وأن يقسم على مراحل العمل لتسهيل اجراءات المستثمر) وأن يتم حجز نسبة 25% من قيمة المشروع تصرف حصراً للمشروع بموجب تعهدات يقدمها المستثمر إضافة الى الموقف المالي للشركة مقترن بضمان جهة التمويل من مؤسسة مالية معتمدة.

3- خطاب ضمان  بمبلغ ( 7 ) سبعة مليار دينار عراقي لصالح وزارة الاعمار والاسكان والبلديات والأشغال العامة / هيأة تنفيذ المدن الجديدة يطلق منه مانسبته ( 50% ) بعد إنجاز المستثمر( 25% ) من المشروع ويطلق المتبقي بعد تسليم (50% ) من الوحدات السكنية المتفق عليها .

4- تقديم الأعمال المماثلة المنجزة التي قام بها المستثمر أو المطور أو شركاءه في العراق أو خارجه مؤيدة من الجهات ذات العلاقة ومصدقة من السفارة العراقية (اذا كانت الشركات اجنبية أو منفذة لأعمال في الخارج) ولديه خبرة إدارية وفنية ومعدات كافية .

5- يلتزم المستثمربتقديم مخططات أولية للمدينة مع دراسة جدوى اقتصادية وفنية محدد فيها عدد الوحدات السكنية المقترح انجازها شهرياً بموجب الفترة المحددة في دراسة الجدوى وحسب جدول مراحل تقدم العمل والمعايير التخطيطية المعتمدة وبموجب المتطلبات الواجب توفرها معدة من قبل جهة استشارية معتمدة او مكتب حاصل على هوية نقابة المحاسبين والمدققين العراقيين ونقابة المهندسين العراقيين او وزارة التخطيط او مكتب أستشاري دولي على ان لاتقل نسبة البناء العمودي عن (10%) من نسبة الوحدات السكنية في المدينة 0

6- تقديم جدول زمني لإنجاز المشروع (جدول مراحل تقدم العمل) .

7- الالتزام بالشروط البيئية المحددة من قبل وزارة البيئة (المرفقه مع الإعلان) .

8- الالتزام بمتطلبات الدفاع المدني وإعتماد أنظمة الأمان والسلامة الحديثة بما في ذلك تصميم وتنفيذ منظومات الإنذار وإطفاء الحرائق .

9- تقديم شهادة تأسيس الشركة مع أوراق الشركة مصدقة من مسجل الشركات أما فيما يخص الشركات الأجنبية المتقدمة تصدق كافة الوثائق المطلوبة من السفارة والقنصلية العراقية بالدولة التي تنتمي اليها الشركة ومن ضمنها (الحسابات الختامية ) .

10- تقديم تعهد من احدى شركات التأمين المعتمدة تتعهد بموجبه بالتأمين الشامل على المشروع الإستثماري بعد الإحالة ومنح الإجازة الإستثمارية .

11- تقديم عدم ممانعة صادرة من الهيئة العامة للضرائب معنون الى الهيأة الوطنية للاستثمار وبراءة ذمة نافذة لغاية 2024 (إعتماد نظام الباركود) بعد الإحالة الى المستثمر.

12- فتح حسابات بالعملة العراقية أوالأجنبية أوكليهما للمشروع المجاز لاحقاً .

13- تقديم عقد شراكة (بالتكافل والتضامن) خاص للفرصة الاستثمارية ( في حال وجود شريك ) مصدق من دائرة كاتب العدل اصولياً ويجوز تقديم نموذج اولي (اتفاق) على الشراكة موقع بين المستثمرين معززاً بتعهد يقدم من قبلهم بعدم الانسحاب او التنازل في حال رسو الفرصة الاستثمارية عليها وبما يضمن الملاءة المالية في الفقرة (2) من الاعلان .

14- يلتزم المستثمر بتنفيذ المشروع خلال الفترة المحددة في الإجازة الإستثمارية وبيع الوحدات السكنية للمواطنين وعدم المضاربة بالأسعار المحددة بدراسة الجدوى والمثبت في العقد الأستثماري مع الإلتزام بتعليمات الهيأة الوطنية للأستثمار .

15- يلتزم المستثمر بتنفيذ كافة البنى التحتية لمساحة الأرض المخصصة بموجب الإجازة الإستثمارية للمدينة وفق أحدث المواصفات العالمية المعمول بها وتشمل (ماء – مجاري – كهرباء – طرق -أتصالات – الغاز السائل … وغيرها ) وربطها بمصادر الخدمات الرئيسية على حدود المدينة.

16- قيام المستثمر بتنفيذ مشاريع تصفية الماء على حسابه الخاص كجزء من البنى التحتية للمدن الجديدة ويتم اختيار موقع مشروع التصفية حسب كل  حالة .

17- على المستثمر اعتماد منظومة التجميع التلقائي للنفايات في المدن الجديدة كجزء من شبكات البنى التحتية كأحد متطلبات الاستدامة .

18- التزام الشركات المستثمرة بأن تشمل منظومة أدارة النفايات التجميع والنقل والفرز والتدوير وحسب الحالة لكل مدينة .

19- تقديم حسابات ختامية للشركات المشاركة  للسنوات (الثلاث) الاخيرة مصدقة اصولياً .

20- على مقدمي العروض الاستثمارية زيارة الموقع قبل التقديم مع مراعاة الضوابط والمحددات التخطيطية  للمنطقة وفقاً لتعليمات وضوابط التخطيط العمراني ومديرية البلدية مع مراعاة الاثر البيئي وفق  الانظمة العالمية المعتمدة والمعمول بها وتكون كافة الدراسات والمخططات الخاصة بالمشروع المرفقة ودراسة الجدوى الإقتصادية وغيرها على نفقة مقدمي العطاء.

 

21- ان تكون المدينة مستدامة وتستخدم فيها الطاقة النظيفة قدر الامكان بما ينسجم والفقره (7) وتكون نسبة الإستدامة أحد معايير المفاضلة بين العروض الإستثمارية .

22- تحديد نسبة من الوحدات السكنية يتم انشاءها بمواصفات خاصة تتلائم وإحتياجات شرائح ( ذوي الإعاقة والتوحد والإحتياجات الخاصة ) وتكون ضمن النسبة المحددة ( حصة الدولة ) يتم الاتفاق عليها لاحقاً مع المستثمر .

23- إنشاء نظام ادارة الكتروني لدوائر البلدية والتسجيل العقاري للأبنية الخدمية التي ستنفذ في المشروع وغيرها.

24- يشترط في قبول العرض ان لاتقل مجموع النقاط التي يحصل عليها عن ( 50 ) درجة ضمن نقاط معيارية المفاضلة وأن لا يقل عدد النقاط لكل فقرة من فقرات المعيارية عن ( 50% ) من الدرجة المثبتة لكل فقرة .

25- يتم تقييم العطاءات من خلال الإعتمادعلى نقاط المعيارية لكل فقرة من الفقرات المشار اليها في إستمارة المفاضلة ( المرفقة ) والمحدد فيها نقاط وأسس المفاضلة والتقييم من الجانب الفني  والأقتصادي والبيئي .

26- تقدم العطاءات خلال مدة اقصاها ( 60 ) يوماً ابتداءاً من تاريخ نشر الاعلان في 18/11/2024 داخل ظرف مغلق ومختوم بختم الشركة مع إرفاق وصل شراء الحقيبة الإستثمارية الى مقر الهيأة الوطنية للاستثمار الواقع على طريق القادسية السريع المنطقة الدولية قرب السفارة الــتركـــية ، وان الموعد النهائي لاستلام العروض عند الساعة الثانية بعد الظهر من يوم الغلق  وفـــي حـــال صادف يوم الغلق عطلة رســمية يمدد الى اليوم الـــذي يلــــيــه .

The COP29 Climate Conference commenced in Baku, with the participation of the President of Iraq, alongside the Ministers of Foreign Affairs and Health, and Dr. Haider Mohammed Makiya, Chairman of the National Investment Commission (NIC).

In his address, the President emphasized Iraq’s severe climate challenges, including record-breaking heatwaves, dust storms, and reduced rainfall, leading to shrinking water bodies, declining green spaces, and increasing drought and desertification. He urged major global economies to uphold their climate commitments, stressing the importance of continued efforts from local stakeholders and private sectors, even if some nations step back from their obligations. Collective global action, he stated, is essential for achieving a sustainable future.

The conference aims to reduce greenhouse gas emissions by 43% by 2030 and establish new climate finance mechanisms to support developing countries, particularly those most affected by climate change. It also seeks to encourage major emitters to set ambitious reduction targets and propose regulations to enhance international carbon markets.

During the event, the National Investment Commission presented a portfolio of renewable energy projects, including initiatives harnessing wind and solar power and waste-to-energy technologies. Additionally, the NIC unveiled a Climate Investment Plan (CIP), developed in collaboration with experts from the United Nations Development Programme (UNDP). The plan focuses on combating desertification, ensuring food security, and promoting sustainable agricultural projects across Iraq’s provinces.

The Chairman of the National Investment Commission, Dr. Haider Mohammed Makkiya, chairs the meeting on providing new sources of electric power for investment projects The Chairman of the National Investment Commission, Dr. Haider Mohammed Makkiya, confirmed that the Commission continues to hold its meetings with the concerned authorities to find new sources of electricity to support investment projects in the areas surrounding Baghdad International Airport and its neighboring areas in order to solve the bottlenecks faced by the electrical system due to the increase in investment projects in the region. He added during his chairmanship of the meeting held at the headquarters of the Authority yesterday, Monday 28/10/2024, that this meeting comes as a continuation of the previous meetings in order to find suitable lands free of any conflicts to establish new electric power plants with different capacities within the geographical area of the (Dahnah and Kharnabat) areas, in order to enhance the stability of the energy infrastructure and stimulate the attraction of new investments, as the presence of stable electric power is one of the main factors for the success of any project. During the meeting, a map of the geographical location of the technically candidate lands for the establishment of these stations was presented along with the proposed and appropriate plans for the transportation and distribution of the electrical energy produced to feed the investment projects. During the meeting, it was agreed to form a specialized committee from the concerned authorities to study the candidate lands and stabilize their boundaries and dimensions and the conflicts that may face the processes of transferring electrical energy to the secondary stations and then to the investment projects. The meeting was attended by representatives of the Ministry of Electricity, Baghdad Municipality, the Director General of the State Real Estate Department and the Director General of the Single Window and Investor Services Department at the Authority.

The National Investment Authority (NIA) announces a public tender (completed by NIA and addressing software issues, gaps, modifications, additions and updates for a period of (3 years) with hardware for systems and legacy data transfer) At an estimated cost of (2,000,000,000) dinars (only two billion Iraqi dinars and no others).

The tender will be conducted in accordance with the Instructions for the Implementation of Government Contracts No. 2 of 2014 and the regulations issued thereunder, and the standard documents issued by the Ministry of Planning will apply to the tender procedures in qualification and referral. Advanced companies must be specialized in the field of information technology.

Those wishing to participate in the tender from companies with experience and specialization must submit their bids during official working hours to the headquarters of the National Investment Commission located in Baghdad near the Turkish Embassy, provided that the bids are submitted in 3 separate sealed envelopes in Arabic (commercial offer, technical offer and qualification requirements published in the announcement), then all envelopes are placed in one envelope and sealed with the bidder’s seal and affixed with the name and number of the tender, the name of the bidder, his e-mail address and telephone number, accompanied by the following data: –

  • The initial security deposit (1% of the estimated cost value) in the form of a letter of guarantee or a certified check from an authorized Iraqi bank valid for 180 days from the closing date of the tender.
  • A clearance from the General Tax Authority and a no-objection letter for participation in tenders addressed to the National Investment Authority and the final accounts for the last three years with a QR code.
  • Certificate of incorporation.
  • The company’s registration certificate and Chamber of Commerce ID are valid up to date.
  • Media and Communications Authority licenses for hardware and software that are valid up to date.
  • The tender purchase receipt of (1,000,000 IQD) (only 1 million IQD) is non-refundable.
  • Bidders cannot add, delete or modify the Instructions to Bidders, General Conditions of Contract.
  • Presentations are mandatory in Arabic and optional in English.
  • For all hardware and software, a Manufacturing Authorization Form (MAF) must be provided exclusively from the parent company and addressed to the National Investment Authority (for hardware and software from HP, Cisco, APC, PaloAlto, Veeam, Microsoft, and SolarWind).
  • A minimum of 5 years of company programming experience.
  • Provide a minimum of 5 years of service for the programmer.
  • Submission of similar works supported by endorsement from the relevant contracting authorities is considered a qualification criterion (three of which must be completed with the endorsement of the receiving authorities).
  • A letter of commitment to apply ISO 25010, ISO27001 and ISO9001 standards for all required systems.
  • A demo of one of the required systems must be attached, such as but not limited to the outbound and inbound system or the human resources system.
  • The contracting company shall bear all fees and taxes referred to in Iraqi laws, regulations and instructions
  • The bid must be indexed with an abstract that includes the contents of the bid with all bid sheets numbered.
  • The Authority has the right to cancel the tender at any stage of its stages and before the referral and according to the requirements of public interest, provided that the purchase price of the tender is returned to the companies.
  • In the event that more than one bidder participates in submitting a single bid for the execution of the contract, their responsibility shall be jointly and severally liable for its execution, provided that the participation contract is duly authenticated with the bid.
  • The person to whom the tender is assigned shall comply with all the conditions, numbers, specifications, details and paragraphs specified in the schedule of quantities (submit an undertaking).
  • Pricing is exclusively in Iraqi dinars
  • The assignment amount is final and cannot be negotiated.
  • Applicants must provide their name, address, phone numbers, and email address accurately and clearly.
  • Differentiation and referral will be in accordance with the Government Contracts Implementation Instructions No. (2) of 2014 and the attached regulations as amended, and the standard documents and qualification requirements must be stamped and submitted with the tender documents, which are also signed and stamped by the bidder.
  • Bidders must submit additional copies of all bid papers in addition to the original copy. All copies must be signed by the authorized manager of the company and stamped with the company’s live seal. The original copy is placed in (a separate envelope) and marked as an original copy and each copy of the additional copies is placed in a separate envelope and each envelope is marked as an additional copy and all envelopes (original and additional) are placed in one envelope and stamped with the bidder’s seal.
  • Requiring all companies operating in Iraq except the Kurdistan Region whose contracts exceed one billion Iraqi dinars to provide the Ministry of Agriculture with (1000) agricultural seedlings according to the types and specifications determined by the Ministry of Agriculture, and that the amount of seedlings gifted does not exceed (10,000,000) ten million Iraqi dinars, and that these seedlings are used according to their respective governorates, with the inclusion of this within the contractual paragraphs of the contracting authority and based on the circulars of the Ministry of Planning / Government Contracts Department No. 36618 on 10/14/2024.
  • Any bid that does not fulfill the above conditions will be disregarded.

The date of purchase of the tender documents begins on (29/10/2024), which falls on (Tuesday), and the last date for submitting the tender and closing the tender at (12 noon) on (12/11/2024), which falls on (Tuesday), and the bids are opened publicly on the same day of the closing in front of the bidders and postponed to the next day if it falls on a holiday. A conference will be held on (5/11/2024) (Tuesday) at the headquarters of the National Investment Authority on the fourth floor of the Sessions Hall to answer the inquiries of the applicants and the person awarded the tender will bear the fees for publishing the advertisement and the contracting authority is not obligated to accept the lowest bids.
