Announcement No. (2) (Automation of the National Investment Authority’s systems)

The National Investment Authority (NIA) announces a public tender (completed by NIA and addressing software issues, gaps, modifications, additions and updates for a period of (3 years) with hardware for systems and legacy data transfer) At an estimated cost of (2,000,000,000) dinars (only two billion Iraqi dinars and no others).

The tender will be conducted in accordance with the Instructions for the Implementation of Government Contracts No. 2 of 2014 and the regulations issued thereunder, and the standard documents issued by the Ministry of Planning will apply to the tender procedures in qualification and referral. Advanced companies must be specialized in the field of information technology.

Those wishing to participate in the tender from companies with experience and specialization must submit their bids during official working hours to the headquarters of the National Investment Commission located in Baghdad near the Turkish Embassy, provided that the bids are submitted in 3 separate sealed envelopes in Arabic (commercial offer, technical offer and qualification requirements published in the announcement), then all envelopes are placed in one envelope and sealed with the bidder’s seal and affixed with the name and number of the tender, the name of the bidder, his e-mail address and telephone number, accompanied by the following data: –

  • The initial security deposit (1% of the estimated cost value) in the form of a letter of guarantee or a certified check from an authorized Iraqi bank valid for 180 days from the closing date of the tender.
  • A clearance from the General Tax Authority and a no-objection letter for participation in tenders addressed to the National Investment Authority and the final accounts for the last three years with a QR code.
  • Certificate of incorporation.
  • The company’s registration certificate and Chamber of Commerce ID are valid up to date.
  • Media and Communications Authority licenses for hardware and software that are valid up to date.
  • The tender purchase receipt of (1,000,000 IQD) (only 1 million IQD) is non-refundable.
  • Bidders cannot add, delete or modify the Instructions to Bidders, General Conditions of Contract.
  • Presentations are mandatory in Arabic and optional in English.
  • For all hardware and software, a Manufacturing Authorization Form (MAF) must be provided exclusively from the parent company and addressed to the National Investment Authority (for hardware and software from HP, Cisco, APC, PaloAlto, Veeam, Microsoft, and SolarWind).
  • A minimum of 5 years of company programming experience.
  • Provide a minimum of 5 years of service for the programmer.
  • Submission of similar works supported by endorsement from the relevant contracting authorities is considered a qualification criterion (three of which must be completed with the endorsement of the receiving authorities).
  • A letter of commitment to apply ISO 25010, ISO27001 and ISO9001 standards for all required systems.
  • A demo of one of the required systems must be attached, such as but not limited to the outbound and inbound system or the human resources system.
  • The contracting company shall bear all fees and taxes referred to in Iraqi laws, regulations and instructions
  • The bid must be indexed with an abstract that includes the contents of the bid with all bid sheets numbered.
  • The Authority has the right to cancel the tender at any stage of its stages and before the referral and according to the requirements of public interest, provided that the purchase price of the tender is returned to the companies.
  • In the event that more than one bidder participates in submitting a single bid for the execution of the contract, their responsibility shall be jointly and severally liable for its execution, provided that the participation contract is duly authenticated with the bid.
  • The person to whom the tender is assigned shall comply with all the conditions, numbers, specifications, details and paragraphs specified in the schedule of quantities (submit an undertaking).
  • Pricing is exclusively in Iraqi dinars
  • The assignment amount is final and cannot be negotiated.
  • Applicants must provide their name, address, phone numbers, and email address accurately and clearly.
  • Differentiation and referral will be in accordance with the Government Contracts Implementation Instructions No. (2) of 2014 and the attached regulations as amended, and the standard documents and qualification requirements must be stamped and submitted with the tender documents, which are also signed and stamped by the bidder.
  • Bidders must submit additional copies of all bid papers in addition to the original copy. All copies must be signed by the authorized manager of the company and stamped with the company’s live seal. The original copy is placed in (a separate envelope) and marked as an original copy and each copy of the additional copies is placed in a separate envelope and each envelope is marked as an additional copy and all envelopes (original and additional) are placed in one envelope and stamped with the bidder’s seal.
  • Requiring all companies operating in Iraq except the Kurdistan Region whose contracts exceed one billion Iraqi dinars to provide the Ministry of Agriculture with (1000) agricultural seedlings according to the types and specifications determined by the Ministry of Agriculture, and that the amount of seedlings gifted does not exceed (10,000,000) ten million Iraqi dinars, and that these seedlings are used according to their respective governorates, with the inclusion of this within the contractual paragraphs of the contracting authority and based on the circulars of the Ministry of Planning / Government Contracts Department No. 36618 on 10/14/2024.
  • Any bid that does not fulfill the above conditions will be disregarded.

The date of purchase of the tender documents begins on (29/10/2024), which falls on (Tuesday), and the last date for submitting the tender and closing the tender at (12 noon) on (12/11/2024), which falls on (Tuesday), and the bids are opened publicly on the same day of the closing in front of the bidders and postponed to the next day if it falls on a holiday. A conference will be held on (5/11/2024) (Tuesday) at the headquarters of the National Investment Authority on the fourth floor of the Sessions Hall to answer the inquiries of the applicants and the person awarded the tender will bear the fees for publishing the advertisement and the contracting authority is not obligated to accept the lowest bids.

ترأس السيد رئيس الهيئة الوطنية للاستثمار الدكتور حيدر محمد مكية ، اليوم الاحد، اجتماعاً هاماً للجنة الأمر الديواني (24771)، لمناقشة الاستراتيجيات والخطط اللازمة لتعزيز الاستثمار في منطقة الطيب واستغلال مواردها بشكل فعال .
وأكد رئيس الهيئة على اهمية استكمال كافة الإجراءات المتعلقة بإستحداث الوحدة الإدارية لمدينة الطيب وإنشاء مدينة الطيب الاقتصادية في محافظة ميسان والتي تحظى برعاية السيد رئيس مجلس الوزراء المهندس محمد شياع السوداني ، مبيناً ان اللجنة ستواصل متابعة اعمالها بشكل منتظم لتأسيس المدينة الاقتصادية وتنمية المناطق المحيطة بها.
وتم خلال الاجتماع توجيه اللجنة الفنية التابعة للجنة الامر الديواني، والتي تأخذ على عاتقها اختيار الأراضي ومساحاتها واحداثياتها وكذلك نوع النشاط المقترح فيها وتقديم رؤية واضحة بذلك.،كما تم مناقشة المخطط الاولي لتوزيع النشاطات الاقتصادية والخدمية المختلفة للمدينة لعرضه على اللجنة الفنية لدراسته.

وشدد مكية على ضرورة التعاون بين جميع الجهات القطاعية الممثلة في اللجنة والجهات الحكومية الأخرى لحل جميع التعارضات والتقاطعات، وتم تكليف كل عضو من أعضاء اللجنة بإنجاز المهام الموكلة اليه ضمن مدد محددة.

The National Investment Authority (NIA) hosted the National Permanent Committee for Climate Change 2024, with the Minister of Environment, Engineer Nizar Aimedi as the head of the committee. They discussed implementing COP report 28 recommendations, COP 29 preparations, and updating the NDC document. KDIPA prioritizes energy transformation and emission reduction projects and collaborates with the Ministry of Environment and UNDP to prepare the Climate Investment Plan (CIP).
