         2006, which broadened Article 10 of

1. Owning Land                                        ‫ ﺑﺸﺮط أن ﻻ ﯾُﺤﺴﺐ ﺛﻤﻦ اﻷرض‬،‫اﻷﻏﺮاض‬

    • An investor has the right to own the                    .‫ﺿﻤﻦ ﻛﻠﻔﺔ اﻟﻮﺣﺪة اﻟﺴﻜﻨﯿﺔ اﻟ ُﻤﺒﺎﻋﺔ‬
         land required to implement multi-
         purpose urban residential projects,          ‫ﯾﻠﺘﺰم اﻟﻤﺴﺘﺜﻤﺮ اﻟﻌﺮاﻗﻲ واﻷﺟﻨﺒﻲ ﺑﺒﻨﺎء‬  o
         provided the price of the land is not        ‫اﻟﻮﺣﺪات اﻟﺴﻜﻨﯿﺔ ﺧﻼل اﻟﻔﺘﺮة اﻟﺰﻣﻨﯿﺔ‬
         calculated into the price of the             ‫ وﺑﯿﻊ أو ﺗﺄﺟﯿﺮ‬،‫اﻟﻤﺤﺪدة ﻓﻲ اﻹﺗﻔﺎق‬
         residential units sold.16                    ‫اﻟﻮﺣﺪات اﻟﺴﻜﻨﯿﺔ ﻟﻠﻤﻮاطﻨﯿﻦ طﺎﻟﻤﺎ‬

         o The Iraqi or foreign investor is                   .‫ﻛﺎﻧﺖ اﻹﺟﺎزة ﺳﺎرﯾﺔ اﻟﻤﻔﻌﻮل‬
             obligated to build residential units
             throughout the time period               ‫ﺗُﺸ ّﻜﻞ ﻟﺠﺎن ﻓﻲ اﻟﮭﯿﺌﺔ اﻟﻮطﻨﯿﺔ ﻟﻺﺳﺘﺜﻤﺎر‬     •
             specified in the agreement, and to       ‫وﻓﻲ ﻛﻞ ھﯿﺌﺔ ﻣﻦ ھﯿﺌﺎت اﻹﺳﺘﺜﻤﺎر ﻓﻲ‬
             sell or lease such residential units to  ‫اﻟﻤﺤﺎﻓﻈﺎت ﻟﺘﺤﺪﯾﺪ ﻗﯿﻤﺔ اﻷرض واﻟﻌﻘﺎر‬
             citizens for so long as the
             investment license is valid.                       .‫اﻟﻌﺎﺋﺪ ﻟﻠﺪوﻟﺔ ﻷﻏﺮاض اﻹﺳﺘﺜﻤﺎر‬

    • Committees formed in the NIC and                ‫وﺗﺸﻤﻞ ﻋﻀﻮﯾﺔ اﻟﻠﺠﻨﺔ ﻣﻨﺪوﺑﯿﻦ ﻣﻦ‬         o
         PICs determine the value of State-           ‫اﻟﮭﯿﺌﺔ اﻟﻌﺎﻣﺔ ﻟﻠﻀﺮاﺋﺐ وداﺋﺮة ﻋﻘﺎرات‬
         owned land and real estate for               ‫اﻟﺪوﻟﺔ وﻣﻤﺜﻞ ﻋﻦ اﻟﺠﮭﺔ اﻟﻤﺎﻟﻜﺔ‬
         investment purposes.                         ‫ﻟﻸرض ﻟﻠﻤﺸﺎرﻛﺔ ﻓﻲ ﺗﺤﺪﯾﺪ ﻗﯿﻤﺔ‬

         o Members of these committees will                                       .‫اﻷرض‬
             include representatives from the
             General Tax Authority and Real
             Estate Administration, and a
             representative of the government
             entity owning the land, to share
             input in assessing land value.17
