بحث رئيس الهيئة الوطنية للإستثمار الدكتور حيدر محمد مكية آليات تمويل مشروع بسماية السكني مع رئيس مجلس إدارة مصرف التنمية الدولي  الدكتور زياد خلف في دولة الإمارات العربية المتحدة.

 

وأكد رئيس الهيئة ضرورة تجسير العلاقة الإستثمارية مع مصرف التنمية الدولي كونه من المصارف السباقة في تمويل المشاريع الإستراتيجية الكبرى ذات الطابع الخدمي للمواطنين، مبينا أهمية إستكمال الوحدات السكنية وبناها التحتية ضمن مجمع بسماية والشروع بتقديم افضل الخدمات للساكنين.

 

وأوضح مكية أن التوجه الحالي للحكومة هو معالجة ازمة السكن وإنشاء المدن الكبرى في عموم محافظات العراق، مشيرا الى جدية دولة رئيس مجلس الوزراء المهندس محمد شياع السوداني في ايجاد الحلول التي تغطي احتياجات المواطنين العراقيين للسكن اللائق من خلال الاتفاق مع الشركات الإستثمارية والمستثمرين لإنشاء نسبة من الوحدات السكنية تترواح من (10-25%) للدولة ضمن الفرص المتمثلة بالمدن الجديدة.

 

من جهته ابدى رئيس مجلس إدارة مصرف التنمية الدولي الدكتور زياد خلف استعداده للتعاون مع الهيئة الوطنية في اتمام قصة النجاح في مجمع بسماية الذي يعد من العلامات الإستثمارية المهمة في بغداد وغيرها من المجمعات السكنية او المدن الجديدة في العراق.

Iraq participates in the Sarajevo Business and Investment Forum in the Republic of Bosnia and Herzegovina

The Chairman of the National Investment Commission, Dr. Haidar Muhammad Makiya, participated in the opening activities of the Sarajevo Business and Investment Forum, in its twelfth session, in the Republic of Bosnia and Herzegovina, representing the Republic of Iraq, for the period 17-18 May.

During the presence of more than (1000) participating businessmen from (40) Arab and foreign countries and official figures representing countries and governments in the region and the world, The head of the National Commission for Investment, Dr. Haider Muhammad Makiya, confirmed that Iraq is part of the paths of international partnership in the economy and investment sector. Work is underway towards consolidating the base of commercial relations with the international community and the regional neighborhood of Iraq.

He added that the Sarajevo Business Forum is an important investment space in the southeastern geography of the continent of Europe and an important opportunity to present strategic and vital projects in the energy, oil, housing, trade, industry and health sectors mutually between the Bosnian investment sector and the investment sector in the countries of the world, including the countries of the region. Indicating that the National Commission has prepared an integrated program on the investment opportunities available in Iraq, And an introduction to the amended Iraqi Investment Law No. (13) of 2006, And a precise strategy to attract European capital and investors to Iraq and initiate investment projects and activities in the interest of the country.

Makiya continued, on the sidelines of the activities of the forum, which witnessed a review of the works and projects established in many countries and the financial budgets allocated to them. It is necessary to build bridges of economic communication between countries and governments that pay attention to the investment sector in order to develop the target environment levels in the countries participating in the Sarajevo Forum, Explaining the importance of initiating actual steps towards the axes of the health sector, governance, and developing the reality of infrastructure.

While the Prime Minister of the Federation of Bosnia and Herzegovina, Mr. Nermin Nikšić, stressed in his speech at the forum the importance of mutual commercial communication with the countries of the world and the Arab and Islamic region. Involving research centers to study the nature of mutual development factors and develop them to ensure the requirements of the societies of states and governments.

The Minister of Foreign Affairs of Bosnia and Herzegovina, Mr. Elmedin Konakovich, indicated that the economy is an important axis in any country that seeks progress at all levels. And that the Republic of Bosnia is keen to expand its economic dealings with most countries of the world

NIC participated in the discussions held between the Saudi delegation and the Ministry of Industry and Minerals to construct industrial zones in a number of provinces.

The meeting was headed by the deputy minister of Industry and minerals for the planning affairs, Mr. Ahmed Al- Kareem, who assure the importance of going forward with investing in strategic, transformative, pharmaceutical, iron and steel, fertilizers and sulfur industries making use of the mutual memorandums of understanding between Iraq and the region countries including the Kingdon of the Saudi Arabia.

The meeting discussed the pivotal role of NIC by urging to complete investment maps and economic feasibility studies for projects submitted to the specialized companies  giving priority to the projects that meet the national requirements.

The meeting also presented an overview for most of the projects put by the ministry as important investment opportunities that cover part of its strategy aiming at localizing industries in Iraq especially the pharmaceutical one in addition to over viewing the industrial zones projects in Baghdad, Nineveh, Wasit, Missan and Anbar.

NIC Chairman, Dr. haider Muhammed Makiya, presided a meeting to discuss the quality of the services submitted by the companies working in Bismayah city and ordered the committee in charge of following up companies works to include all indicators in its regular report.

NIC Chairman assured, during the meeting that was attended by the inhabitants’ representatives, the importance of submitting services in the city according to accurate standards that meet the requirements of citizens and laying solutions to problems according to legal and contracting regulations that govern companies.

He added that NIC has made strides in implementing a number of measures that have been halted for years in addition to developing services in terms of power and water supply.

In their turn, the inhabitants’ representatives expressed their gratitude to NIC Chairman and their confidence in the measures taken by NIC to sustain the city and discussed a number of obstacles and the nature of services provided.

NIC representatives keep attending the meetings of the Saudi delegation program that reached discussing the health sector projects in the Ministry of Health.

NIC spokesman said that the National Investment Commission is continuing its efforts to develop investment transactions between different sectoral sides and solid investment companies like those of the Saudi side, stating that the health sector has many investment opportunities that can attract companies especially those pertaining to pharmaceutical industries and the construction of investment hospitals and medical public clinics in the various provinces according to ruling laws and contexts of investment in Iraq.

The meeting was headed by H.E. Minister of Health, Dr. Salih Al- Hasnawi and attended by the technical deputy minister, Dr. Hani Musa, and a number of the DGs who discussed with the Saudi delegation mechanisms of applying the governmental program in terms of investment and the work on the policy of localizing pharmaceutical industries in Iraq.

The Ministry declared the opportunities of constructing six investment hospitals of 200 beds each in the provinces and showed the readiness to organize joint visits programs to exchange expertise in the medical field and health management.

An NIC delegation attended a joint meeting with the Ministry of Agriculture and the Saudi delegation.

With the attendance of H.E. Minister of Agriculture, Eng. Abbas Al- Elyawi, the meeting discussed nature of investment projects in the agricultural sector and the possibility to conclude mutual agreements with the specialized Saudi companies.

The meeting also focused on the investment profile prepared by the Agricultural investments directorship in the Ministry and a presentation was made to explain real investment opportunities with specified water shares.

The head of the Saudi delegation, Mr. Meshaal Bn Khalid al- Hathal- representative of the Saudi Ministry of Investment, in his turn, showed his country readiness to cooperate with the Iraqi side to activate investment file between the two countries.

The meeting, that was attended by H.E Minister of Electricity, Eng. Ziad Ali Fadhil and a number of the Ministry’s DGs, included presenting investment projects in different provinces and the possibility of getting the Saudi side participating in these projects through the specialized companies in the electricity sector.

The presentation also included detailed information about the projects that need rehabilitation, like Biji power complex in Saladin province in addition to a number of new electrical, and provided information about the sites, damage rates and production capacity.

NIC participated in the negotiations sessions held between the Iraqi Ministry of Oil and the Saudi Arabian delegation regarding oil investments and work mechanism according to legal framework.

The meeting was headed by Minister of Oil, Mr. Hayan abdul Ghani, who assured the Iraqi government proceeding in developing oil sector through attracting specialized investment companies and defining the work mechanisms specified after the determinants laid by investment law no. 13 for the year 2006, as amended and investment law no. 64, pertaining to crude oil refining, for the year 2007, as amended.

On the margins of the meeting, a round table session was held with the attendance of a number of NIC departments and sections representatives in addition to a number of the Ministry of Oil officials.

The attendees brought to light the importance of oil refining investment opportunities which are six in different Iraqi provinces and were named as : Al- Qayyara investment refinery project in Nineveh province, atmospheric residue desulphurization investment project in Basra province, Missan investment refinery project in Missan province, Al- Nassiryah investment refinery project in Dhi Qar province, al- Samawah investment refinery project in Muthana province, Al- Kut investment refinery project in Wasit province, and a still to be determined investment refinery in Haditha/ Anbar province, in addition to discussing the sixth permit rounds that include (11) investment project

NIC Chairman, Dr. Haider Muhammed Makiya, received a Saudi Arabian investment delegation and discussed path of investment opportunities of strategic nature aiming at developing the two countries’ economies.

NIC Chairman and during presiding a joint meeting that was attended by representatives of Ministries of Oil, Eletricity, Industry and Minerals, Trade, Housing and Construction, municipalities and public works, and Health assured the importance of completing talks and negotiations that had started in KSA in the recent month and laying down an executive roadmap to define investment projects that can serve Iraqi people.

He added that the goal behind this meeting is to strengthen investment movement and explain legal and technical terms of all available opportunities, stressing that NIC is working on fostering partnerships with the region and world countries to reinforce Iraq’s economic resources through foreign capitals and investors.

Head of the Saudi delegation, Mr. Meshaal Bn Khalid, in his turn expressed his appreciation to NIC chairman referring to his government support to the Iraqi government plans in investment and development of sectors like agriculture, electricity, oil, trade, housing and health.
